How can there possibly be fraud miki if the authorities require the "relief well" to be continued to be drilled as a "relief well" till they decide that the #1 well has definitely been secured. (nudge,nudge ,wink, wink).
Now if it happens that the "relief well" is 90% or 95% completed before they decide that it could now be completed as a production weel then so be it. No ( ahem) fraud in that surely. After all the officials have to be obeyed.
