I suspect that people are worried about "late" result coming out from the lab.. It seems to be the issue with most miners, reminds me of AMX, GRY, PIR, and BYR. Actually most are delayed by a week or two. So people have this kind of sentiment that things will not be good. Could be that they're short term holder?
Fundamentally things are looking good, the political issue which used to be a major issue (for me) is now looking a lot lot better. With China and India not worrying about investing in Kyrgyzstan, I'm even more confident.
