While I neither agree or disagree with your post as I cannot source data to confirm or refute your claim, I am not the one trying to attract multi-national corporations to invest in my country. Take a look how how the different States in the US operate, i.e. Nevada. I agree permits need to be robust, that was not my point and was never implied!
