    I don't expect that any thing will happen before November as I read in the West Australian 15/09/08 :-

    OPR hopes to have an Oakajee development deal with the Government signed by the end of November, which will cement its right to fund and construct the port.

    so they(opr) probably won't be signing anything before then.

    Just my casual speculation and as always DYOR
