I think the most they would need is $3m which is a small price to pay for unqualified accounts.
Any rise in SP will more than make up for the less than 10% dilution. If the finance for the satellite is being held back or the siging of NBN etc. simply because legally companies may not be able to give business to companies with qualified accounts then I must say yes. You can always find a dark cloud, I'm going for the rainbow.
