    Good find I dont know how you did it.

    Just for clarity, The Mirror is a blog and the article is in fact a comment from a contributor. Not a researched report compiled by a paid reporter.

    As to funding and government approval, I am in the dark as much as anyone. But I would think that the cost ($700m) would be paid for by allocating a charge to each licence, passport...etc.
