If that is the case they will still have to find buyers and convince buyers that it is a good investment and not seen as passing on junk shares.

They don't need to find buyers.
The buyers are right there, in the screen.
That's who they sell the stock to: they people who sit on the bid side of the screen.
(Of course, whether there are enough buyers with enough buying power to satiate the company's requirements is a separate matter. But this only serves to highlight what a sub-optimal capital raising mechanism this is: there are so many imponderables and uncertainties involved)
