Once again you have stated the exception rather than the rule. For most speculative or seed companies, to fast-track a project some dilution in one way or another is necessary. Whether that be through share issue or joint venture partnership.
Today's announcement by WMT is a very good example. OXR is another that went from 200mill shares to well over a billion to realise their goal.
This is not necessarily a bad thing. If the money is used wisely to fast-track then it benefits everyone.
Most companies will not get away with doing a PDN.
