at 15% ownership, as a foreign company which COP and Wellington, they need FIRB approval to extend.
at 20% ownership, they have 2 choices, 1. Make a formal offer for the company or part of it to the public, or 2. Be bound bound by "creeping laws" which limit purchasing to a further 3% of the comapany every 6 months.
I hope this clarifies the issue a bit.
