I think the correct numbers are these:
Market Cap: $25M
NPV: $25M (the markets opinion and based on last
independent experts report)
Revenue value of every ounce in the ground if extracted and sold $1.5B.
Why isn't it trading above 21 cents? Because the market hasn't got critical information on the costs side of things. Directors are keeping that critical info to themselves and must be miffed that the stock hasn't ramped higher so they can get a placement out and stack the coffers.
