    You're right, the 'cautiously encouraged ' is very low key, but then again so is the whole announcement.  Maybe it's an honest assessment of how they feel.  After all, they are privy to many details that haven't come out here.  On the plus side, the subdued language probably means we're safe from a CR in the near future!
