I emailed Khalid, the Bloomberg reporter for Pakistan etc

His reply below. The dependencies on fertilizer and the ability to pay for it would seem to be uppermost in their mind

"wheat is cultivated in November and harvested in April. Rice and sugar are cultivated in May-June and harvested in September. so wheat crop doesnt clash with rice and sugar. wheat price is high enough for larger cultivation. but we may have to wait and see whether government able to reduce fertilizer prices by the time cultivation starts"
