To be fair, the post you're responding too doesn't say that the payment means any members have been onboarded.
The statement is merely that the sum of $100k pm equates to $3.50 per Cap member. That is a simple mathematical product of dividing the total payment by Capricorn (not by its members) by the total number of members.
I'm pretty sure you've read the relevant announcements about the payments to be made by Capricorn under the contract with SPX and those are obligations on Capricorn itself, not in Capricorn's members. The announcement clearly states that Capricorn is to pay $100k pm commencing from a specified milestone.
