    Thank you for your comments Excess, much appreciated. Having owned a business at the whim of government regulation myself, I know how tough it can be.

    If I could play devil's advocate and put the other side of the argument, 15% seems like a substantial increase to me. With the government paying for it, I would've thought it could really help to reduce the teacher shortage, without adding any costs to early childhood centres.

    And with non-wage costs making up just 30% of expenses, and inflation around 4% and falling, I would've thought that a 4.4% fee increase cap would more than cover any other non-wage cost increases.

    Please do correct me where I'm wrong, and I'd love to hear comments from others who know - or know others who know - the sector first hand.
