It does indicate there are risks in the product, and project, and that demand is not always there. That demand can be met by the cheaper scrap. That the market is not huge.
It probably indicates why two and a half years have elapsed since the Asians were going to sign up, and why they disappeared. A billion dollars is a lot for a project whose market is considerably less stable than the traditional IO market.
