I think you may be spot on with POSCO Miningnut, the below link is a good article explaining South Korea's steel manufacturing vulnerability due to the country's scarcity of iron ore, they would make an excellent fit and they have already done a joint venture in an iron ore mine in Australia being Roy Hill, the Government wouldn't block their ownership you would think.
