One hypothesis could be board and biggest owner's incentive is to develop up mine to produce as much as possible and profits won't go back to shareholders but rather could be used to grow and sustain production during periods of prolonged low IO prices when otherwise production would be scaled back.
Other hypothesis is political risk.
Not saying I agree with either.
One thing that baffles me about this stock is why BOD don't own more.
To me that is more interesting than why price is low. If I was on board I'd be seeking rem in stock over cash.
