Per the agreement on Townsville, the end date of the feasibility study is 30th Sept so IM3 have to submit something (not sure what happens if they miss the deadline....perhaps IM3 are struggling on how to frame the $2bn investment that the various levels of govt were talking about/expecting when none of the parties involved seem to have the cash in the bank atm).

It should be noted that in the MNS announcement last year, Travis Peluso (Investor relations MNS) indicated that they were aiming to have the feasibility work complete in the first half of 2019. Why they even bother setting these timelines when they know their own track record.

As for Boston Energy, I believe their contribution is Corey Cooney (IM3 Director), and you'd hope that he was on their payroll rather than being paid from the funds that MNS has been loaning IM3.
