The MPA will give the Indians what they want, imo, that's exclusive rights to research and develop two techs that might have some value down the track. Given they're contributing two thirds of the funding, it will be the Indians imo who will decide on a time to begin negotiations on the detailed agreements required to fund and build the small-scale R&D project. While 'mutually agreed', the 30 June for financial close is still just a target not a certainty, and if missed, it could mean the Indians may decide to drag things out for months or indefinitely. Whatever happens, at least, and remarkably, the Indians seem interested in two techs that no one else in the world wants anything to do with.
