    For those who are new to the US DOD buying cycle September, October and November are the big decision months as the US DOD FY is Sept to Sept - so new programs come in after committees make their call right about now.

    Getting final certification out of the way with this rights issue is very well timed.

    Oh yeah and with Congressional elections this November the boondoggling will be major.
