I couldn't find any development application at council website. Does anyone live close to Macquarie Park to visit this site and report progress? RBC is saying S2 would be going live in December 2017 (i.e. in 7 months time). It should be well progressed site if that's the case?

S2 is expected to reach practical completion by the end of calendar 2017. NXT noted the facility will be an eight-story building on a relatively smaller plot of land than M2 despite the greater size in IT load. S2 is expected to have 8000m2 of IT space and initial capacity will be 3MW of the ultimate 30MW design capacity. The greater density of S2 (3MW in 800m2 vs M2 with 2MW in 750m2, so almost 1.5x the power/space density) implies it will be targeting more wholesale deals than the other facilities, with hyper-scale cloud providers often requiring higher power density than retail customers. In this regard, NXT’s presentation included maps outlining the global infrastructure of Microsoft Azure, AWS and Google Cloud, which we believe are three major tenants at S1 and key prospects at S2. NXT has not formally announced the exact location of S2 yet; however, it has noted that it will be in Macquarie Park and create a campus environment in conjunction with S1 with a fibre connection between each DC allowing S2 to take full advantage of the S1 ecosystem. All three data centres will have a PUE of 1.29 or better and will be NABERS 5-star rated. Best day PUEs on the 2s are expected to be ~1.1.
