plus i would have thought that hanging it on poles would increase the strain on the cable - it is easily broken
in the long run i would assume that pulling it through the EXISTING conduit system would have been much preferable. at least that is what i would have done.
they need to redo their risk assessment
they are still dummies - and yes will continue to critise becasue it is a superfluous netwok, extremely costly, and we can get the internet by other means at a fraction of the cost. and debt
