Both the picture itself and the meta-data is forgeable as soon as your computer downloads it. You just forged it by doing so. Placing a hash of a picture on a blockchain / database is therefore meaningless. The state even has a more efficient process of restricting information through violent enforcement of patents and copyright registered on efficient databases.
