Would they have to do an IPO?

Could they not start a private company, with THX holding 51%, an another company 49%(e.g. Areva or some other supply company) putting in $x million, to push ahead with drilling a large area known to contain uranium in a paleo-channel environment.
If they were to find a decent resource,a company like Areva, would most probably want first rights to the off take of the uranium.
THX shareholders would still be involved through THX's 51%

This is the time when a lot of people/companies with money like to invest.....they are still saying uranium is going to pick up, because of the big investments in nuclear power, being made in the likes of China and India.
