Not sure if Tsingshan have liquidity issue but I don't have any concern with that price range. Not to mention the political benefits they could get from Chinese Government.
Baowu is a state-owned giant who may build stainless steel plants in IMIP. NIC could avoid the export tax selling NPI to them.
