I agree with the others, why are you invested if you have zero faith in the board delivering for us as shareholders?
And yes, I bet you are completely wrong. If the company decides to switch one of the lines, they would vote. Even if the full 28% and random amounts you're coming up with vote against, it still passes. Then, as NIC is 70% owner of the line (or 80%), whatever the decision is, it would pass of course..
Think you're really trying to join some odd dots to imply the company has no self determination, and that's just wrong
