because he could still be in at .024 until volume builds in .023 (5-6 million) and then sells into it
If this trader wanted WGL, he would have bought this morning - just the fact that the bid is still there and lowers it when WGL starts to sell lower, suggest I may be right.
It does not matter anyway - hope you got your fill and making $$$
