CCC have 5 days after resolutions are passed to issue the shares. The substantial shareholder has 2 business days after becoming aware of the change, to give notice. So at the latest - Tuesday after close.
IF the substantial shareholder waits until then, I think it will be fair to assume that they are also currently buying on market, as an earlier notice might push the price up and thereby not allow them to take advantage of these prices.
