So PALA may not be really selling.
If they sold 34mil @ .03 (hypothetical) they would have made somewhere around 1 mil.
That is peanuts to them. So it is unlikely PALA r trying to get out.
May be the strategy to increase Top 20 holding....which I think is more likely......looking at trading pattern and the posts on different forums
