The mine site may be in the desert but the refinery is on an arm of Darwin Harbour which includes mangroves etc and across the harbour arm is a major public boat ramp. Everyone in Australia should know by now that environmental approvals are slow, costly, frustrating, extensive and you can add in any other words you can think of.
