well they need to see out the coming months first as they have used up all the monies which are available. Maybe a cap raising is on the cards? they are so close, yet until the first monies from the TATA deal start to flow we can't expect too much to happen to the shareprice.
it certainly looks like the price is being capped and some accumulating is taking place at the moment which is positive (i'll ignore the possibility that someone is trying to sell out).
