NIC management stated the formula. I've read it somewhere but can't find it today.
I'm blaming Putin. We may be seen to be allied to the wrong bloc. I read the other day China expects to continue receiving Norilsk nickel.
But China is too enmeshed with economies across the planet to allow itself to be dragged down by Putin.
The best chance for the world is if the Russians shuck off Putin, apologise, pay reparations and we all get off the paranoia trail.
USA and NATO are certainly not blameless, they fed Putin's paranoia by belligerently boxing him in with ever more and ever closer new NATO members.
But he needs to be gotten rid of.
