it would close at 8.9c the next highest offeree up the match line.
If they put in a offer at 12.0c of 40M shares worth $480k, it might close at 12.0c but the circuit breaker might block it after 9.8c as it would be a non market manipulation obviously.
easier to manipulate using 60c of shares looks like than $500k worth.
