A 10% shareholder, whoever they might be, has little sway on dragging things out. I don’t accept that your suspicions are accurate.

Remember, PH has a boatload of performance based shares tied up in the medium term success of POS, and if it’s one thing I can be certain about is that in situations like this actions of a CEO will have a strong bias towards maximising his personal financial outcomes and rewards in the shortest possible timeframe - which is getting the most value out of those performance shares asap. To do this he needs to get this project up and running asap, not drag it into the doghouse on the presumption that’s he’s pandering to a small disinterred single shareholder.
