Nickel Consultation nearing completion, page-50

I saw the price going up and the PPP comments on this post before my email actually arrived from PPP. So I have two observations:
1) SP - My gut feeling is the increase is due entirely to PPP activity (as usual)
2) Emails - Why do other HC posters get to know about this before my email even arrived? I know PPP has a lot of subscribers (hence the price impact) but why was my email delivered by the last lorry out of the gates? I guess it's lucky there was little new information in their update.
