They'd need to pass legislation to do so, why bother when the fund can already use their $5bn to follow their charter and actually use the over $4bn they've been siting on all this time.
Obviously the fastest route is to approve projects already in advanced stages and one of NAIFs original mandates was to fund projects that might not otherwise get funded - pretty sure the current credit climate fulfils that...
