My understanding is there are 2 types of nickel deposits, Laterite and Sulphide. One is as you say a pick up shovel and load on a barge and sell it to China and the other is a much larger sophisticated process which producers a higher grade nickel concentrate, like Jubilee Mines, Fox Resources etc

We can assume once they have it up and running as demand increases the output will increase. Anything larger than 20 year mine life will either have out put increased substantially or a bid by a Chinese or Indian Group.
