NDO have said a few things that they haven't delivered on so I wouldn't guarantee anything. If NDO don't tie up a JV for the deeps I would be surprised if they manage a deep well next year. I would think they would want 4-6 months of pumping without problems and at good prices from the shallows before they were to commit funds to the deeps.
The shallows strategy will at least allow NDO to play hardball and if the the likes of Shell/BHP don't step up then it will allow a mid tier company to get involved. I guess its also possible they are awaiting the 3D from SC63 which has been brought forward to November before shopping the portfolio seriously.
