It seems to me that NMDC Global has been described as a Department or Division. That would mean that contracts are signed with the Corporation as before - the Divisions or Departments are an accounting and management distinction with not real external visibility from a contractual point of view. So I don't entirely see why establishment of NMDC Global would have necessitated a contract delay.
Happy to hear otherwise from those who have first hand knowledge of these matters.
