Based the assumptions, the modeling give 21c as the first target as project1 (startup project) is at low risk and very profitable: low capex with high IRR (51%).
The result is still at 10% discount, so IMO price will be re-rated after BFS, a P/E of 5 yields $1.05, which is quite acceptable for project1.
The generated strong cash flow/revenues will fund the second project.
