Regal seem to have built up their shareholding over the last 3 or so years. In this period PAC's share price has ranged from around $5 to a short stint at $9. From last years Annual Report Regal held around 6.8m PAC shares.
So if an alternative bid were to be successful, at say $11 plus, and Regal's average price per PAC share was around $6.50 to $7.00, they would walk away with at least a $27m profit - not bad for second prize.
A lot of assumptions involved in this exercise so it is only my view of the situation. DYOR.
