Can a vaccine be given to an infected person? A lot of vaccines can not so there will be a need to be sure the person is NOT currently a carrier. Just what test will be applied is yet to be seen.
On the production rates I think all the major manufacturers have come out with late 2021 for their 1st 1B doses which is half that number of persons. So the virus will not disappear overnight.
