Once the CR goes ahead (regardless of where the sp may be headed in the short, medium or long term), another entity could well displace China and all the Chinese bluffing and blustering would have amounted to nothing (apart from a loss of state coffers money).
The Chinese want the copper for resource security first and foremost. These kind of takovers (given the huge sum involved and fronted by state-wolf-in-private-sheep-clothing) are never commercial transactions per se.
