That is an interesting theory and yes it's true that if CER declared a dividend now and went ex-dividend on say 23rd or 24th December then they would miss out on 14.9% of the dividend which from 15% January they would be entitled to assuming all goes according to the announcement.
All the dividend could be distributed in one hit at end of financial year.
