You are 100 correct. Small share holders have been disadvantaged, however, because so many of us small share holders got off our back sides and complained to QBE, they at least changed the way of the scale back. In their original letter they said that if you applied for $15,000 of shares you would probably only get 6 shares.
You may wish to complain to ASIC about this. If enough of us do, then things may change. Unfortunately, this will not happen. If you read the posts on this site, you will come across a postings by a sniffling little person telling us to stop complaining. So long as you have this attitude by people who will not stand up for their rights nothing will change. And what makes matters worst, is that these little people actually attack you for taking action.
