I think guns control is a state jurisdiction. Back then Howard needed the cooperation and agreement of the states to legislate to put into effect what he was proposing. Canberra of course has control over the imports of firearms into the country.
Canberra though can have a persuasive influence if Rudd chooses to take an active interest in this matter.
