A plan of operations permit (plan) must be approved by the federal Department of Interior (DOI). The plan requires assesment under the National Eviromental Policy Act (NEPA) process, which includes public consultation and preparation of an Eviromental Impact Statement (EiS). Something your thorough due diligence missed.
