Clause 13 said "cannot sale goods or provide services that are prohibited by law or regulations".
Please note this law is for E-commerce, and CFDA is for physical shops. Selling English version online doesn't breach any regulations, so not prohibited by this law.
The journalists cannot understand the difference if they don't do detailed research. Or they actually know the difference, but are paid to mislead others.
