It's a commercial decision by the manufacturers to expand their market (local and export markets), the manufacturers are under zero obligation to obtain Halal certification.
If you had a business that exported to say Indonesia, and you could increase your market share in Indonesia 10 fold by obtaining Halal certification. Would you get the Halal certification, or would you allow your competitors to get the upper hand and cash in on the Halal market?
