Well, IMO your estimate is totally wrong - based upon how much they used to seed Phase 1 then I think it should be under $1m worth.
The positive Dec cash flow shows nothing other than receipts exceeded payments. Most people recognise that timing differences can distort the true position. After all, April 2014 was cash neutral - but they still needed two CRs and a debt renegotiation to get to where they are today.
Why are they firing up Phase 2? Phase 1 isn't running at nameplate yet. So, either they don't have the customers - or Phase 1 still has problems.
